Frank was born in Belleville, Ontario. He is a graduate of the Ontario Collage for Art. Frank received painting instruction from Jack MacDonald, Franklin Arbuckle and Carl Shaefer.
After moving to Kingston, Ontario in 1966, Frank accepted a position at Queen's University as a medical artist. After working in this position for thirteen years, he accepted a position as an editorial cartoonist for the Kingston Whig Standard. Frank, who was internationally syndicated, produced political cartoons for twenty one years. He is a founding member of the Canadian Association of Political Cartoonists and served as it's president in 1997-1998. Canada's National Archives holds 2975 pieces of Franks's work.
